Tender on Development of ToR for Automated Testing System for Judicial Candidates
The Combating Corruption and Strengthening Rule of Law in Ukraine (UROL) project under the U.S. Agency for International Development (USAID) and the Millennium Challenge Corporation (MCC) Threshold Country Program (TCP) is designed to assist the Government of Ukraine in its effort to combat corruption and strengthen the rule of law. One of the project's main tasks is to establish an effective and competitive system for merit-based judicial appointments that will promote judicial transparency, independence, impartiality, and competence. To that end, UROL MCC is working with the Academy of Judges to introduce automated testing for judicial candidates. The automated testing system will promote transparency and accuracy in judicial tests by limiting the potential for human error and interference. This task will substantially contribute to MCC TCP component 2.2 - Selection and Discipline of Judges and is intended to ensure the fair selection of judges that are well qualified to administer justice.
The first step in providing automation of the judicial selection process is to solicit quotes from a qualified IT firm to develop the Terms of Reference for the automated testing system. The basic parameters of the system will include capacity to electronically administer multiple-choice questions, score results, and retain testing information in a central repository for analysis by test administrators.
The testing content will consist of more than 800 questions of varying complexity. The system desired must be able to store questions, assign a complexity rating, and generate a random set of questions (test card) that is composed of an equal number of questions in each complexity rating. The system must support on-line administration of the test with proper security to protect data and user input capabilities. The system must also provide for standardized reports and ad hoc query of both test results and stored questions.
Simplicity and ease of use by both the test administrator and those using the system to complete the test is of high importance and should be a guiding principle in the system design. The system should be designed for use by applicants with entry level computer skills.
