METHODOLOGICAL ASSISTANCE ON PLANNING HUMAN RESOURCES, MODELING STAFF NUMBERS FOR THE ORGANIZATION STRUCTURE ON A
FUNCTIONAL BASIS
The Government of Ukraine has received financing from the World Bank toward the cost of the First State Tax Service Modernization Project, and intends to apply part of the proceeds for consultant services of methodological assistance on planning human resources, modeling staff numbers for the organizational structure on a functional basis.
The services include:
- providing the STA employees with theoretical and practical knowledge of suitable approaches to calculating optimal staffing levels for the future State Tax Service;
- developing the capacity of the STA employees to work independently following completion of this Contract on HR planning and workforce modeling to further elaborate the function-based STS organizational structure using simulation software, advisable ARIS environment.
The services are expected to last from November 2006 through April 2007.
The State Tax Administration of Ukraine now invites the eligible individual consultants to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).
The consultants shall meet the following qualification requirements:
1. Minimum 3 -years' experience in HR planning and workforce modeling for a function-based organizational structure using a simulation software platform;
2. Demonstrated successful completed contracts concerning such planning and modeling.
A Consultant will be selected in accordance with the procedures set out in the World Bank's
Guidelines: Selection and Employment of Consultants by the World Bank Borrowers (2002 edition).
