This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UN Development Business, issue no. 554 of March 16, 2001.

The Prime Ministry, Turkey Emergency Management General Directorate (TEMAD) has received a loan from the International Bank for Reconstruction and Development toward the cost of Marmara Earthquake Emergency Reconstruction (MEER) Project , and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB: Supply and Installation of Emergency Management Information System (NEMIS)

The Prime Ministry, Turkey Emergency Management General Directorate (TEMAD) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for National Emergency Management Information System that will be the application software to enable TEMAD to execute the necessary emergency related functions and will support performing management activities in order to minimize losses of life and goods, against every kind of natural and man made emergencies.

Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:

i. Experience and Past Performance

  • Bidder MUST have at least 5 (five) years of working experience on software development. Any discontinuity of business operations for any reason during these five years is considered as non-compliance.

  • Bidder MUST have been employing at least 50 (fifty) engineers in software development, for the period of minimum 12 months prior to the BDs issuing date. Bidder MUST provide formal documents acceptable to Purchaser as a proof of this condition

    ii. Quality Management System

  • Bidder MUST have current ISO 9001:2000 quality certificate.

  • Bidder MUST have minimum Level 3 SPICE or Level 3 CMM/CMMI certification. SPICE or CMM/CMMI assessment of the company MUST have been performed by an authorized assessor within three years prior to the proposal date.

    iii. Financial Status:

  • During the past three (3) years average annual turnover MUST be minimum five (5) million US dollars.

    Interested eligible bidders may obtain further information from Turkey Emergency Management General Directorate (TEMAD) and inspect the bidding documents at the address given below from 09:00 to 17:00 hours (local time).

    A complete set of bidding documents in English and Turkish may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 300 or in 400 YTL. The method of payment will be direct deposit or bank transfer to the Bank account of Prime Ministry Project Management Unit at Is Bankasi ODTЬ Branch with the account number 4229 664819 indicating the Reference Number (TEMAD-NEMIS-SW-2006). The document will be sent by courier if requested.

    A pre-bid meeting which potential bidders may attend will be held on May 25, 2006.

    Bids must be delivered to the address at or before 14:00 hours on June 15, 2006. All bids must be accompanied by a bid security of not less than two percent (2%) of the total bid price. Late bids will be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below at 14:15 hours on June 15, 2006.

    The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
