This invitation for bids follows the general procurement notice that appeared in UN Development Business No. 678 of 16 May 2006.
The Russian Federation has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the National Hydromet Modernization Project, and intends to apply part of the loan proceeds to payments under the contract for procurement of satellite receiving systems (Lot No. RHM/1/B.4.a).
The Bureau of Economic Analysis Foundation, acting as the Project Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated 28 November 2005 between the Ministry of Finance of the Russian Federation, the Federal Services for Hydrometeorology and Environmental Monitoring (RosHydromet) and the Foundation "Bureau of Economic Analysis", invites sealed bids from eligible and qualified bidders for supply and installation of 15 ground stations for receipt and processing of the information from the satellites of remote sounding of the earth. These stations shall be delivered to 15 regional branches of Roshydromet.
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (edition of May 2004), and is open to all bidders from Eligible Source Countries as defined in the guidelines.
Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below from 10:00 till 14:00 Moscow time.

A margin of preference for eligible national contractors shall be applied. Additional details are provided in the Bidding Documents.
A complete set of Bidding Documents in English and Russian languages may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee of Rub 2,750 (no VAT is charged) or in USD 100.00. The documents will be sent by airmail for overseas delivery and surface mail for local delivery.
Bids must be delivered to the address below before 1400 hours (Moscow time) on 14 June 2006. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened immediately thereafter, in the presence of the bidders who choose to attend in person, at the same address. All bids must be accompanied by a Bid Security (issued by bank); the amount of the bid security shall be equivalent of US$ 38,000.
