This invitation for bids follows the general procurement notice that appeared in UN Development Business No. 678 of 16 May 2006.
The Russian Federation has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the National Hydromet Modernization Project, and intends to apply part of the loan proceeds to payments under the contract for procurement of stationary testing laboratories (IFB No. RHM/1/B.1.c).
The Bureau of Economic Analysis Foundation, acting as the Project Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated November 28, 2005 between the Ministry of Finance of the Russian Federation, the Federal Services for Hydrometeorology and Environmental Monitoring (RosHydromet) and the Foundation "Bureau of Economic Analysis", invites sealed bids from eligible and qualified bidders for procurement of 14 stationary testing laboratories (STL), equipped by reference means of measurement of atmospheric pressure, air temperature, relative air humidity, speed and direction of air stream and testing equipment, which should be integrated into four stationary testing complexes and complex of tools for installation of testing equipment and elimination of defects of means of measurement in stationary conditions. Delivery of stationary testing laboratories should be realized for 14 regional branches of RosHydromet within the period of 12 months from the date of the contract signing.
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from Eligible Source Countries as defined in the guidelines.

The bidder shall furnish documentary evidence to demonstrate that it has successful experience in supplying of integrated hardware and software metrological systems.
A margin of preference for eligible national contractors shall be applied. Additional details are provided in the Bidding Documents.
A complete set of Bidding Documents in English and Russian languages may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee of Rub 2,750 (no VAT is charged) or US$ 100. The document will be sent by airmail for overseas delivery and surface mail for local delivery.
Bids must be delivered to the address below before 1400 hours (Moscow time) on 9 June 2006. Electronic bidding will not be permitted. Late bids will be rejected. They will be opened at 1430 hours, in the presence of the bidders who choose to attend in person, at the same address. All bids must be accompanied by a bid security (issued by bank) equivalent to US$ 30,000.
