UA-Tenders

At present time Municipal Unitary Enterprise "Syktyvkarskiy Vodocanal" invites companies and subcontractors to produce sealed tender proposal for the contract described below.

The works under this contract comprise the detailed engineering and design, procurement, manufacture, supply, transport, construction, testing, commissioning and handing over of works. Expected time for completion is 450 days.

To be qualified for participation in the tender, bidders must satisfy the following minimum criteria:

--Average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last four years of US$ 10 million equivalent

--General and specific experience as a successful prime contractor in the execution of at least three projects within the last five years, which included new construction of pipelines with minimum contract amount US$ 1 million

--The bidder or his sub-contractor must have (or should obtain by the time of tendering if awarded the contract) a License for Design work and Construction work and all other works in Russia relevant to the above project to contract signing within 20 days of the contract award

--The bidder must have (or should obtain by the time of tendering, if awarded the contract) a License of Prime Contractor to contract signing within 20 days of the contract award

--The bidder must be registered by the time of tendering, if awarded the contract, with the Russian Tax Authorities within one month after signing the contract.

Tendering for contracts to be financed with the proceeds of a loan from the EBRD, and partly from own funds of Municipal Unitary Enterprise "Syktyvkarskiy Vodocanal" of the Municipality of the City of Syktyvkar, will be based on the EBRD's Procurement Policies and Rules and is open to firms from all countries.

The proceeds of the EBRD loan will not be used for payments to persons or entities or for any import of goods if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the United Nations Charter.

The tender documents (in English, with Russian translation) may be obtained from the address below, as of on 8 May 2006, upon written request and payment of a non-refundable fee of Ђ 300 (VAT including), or its equivalent in a convertible currency, or in Russian Roubles (only for Russian bidders) at the exchange rate determined by the Central Bank of the Russian Federation on the date of payment.

The documents may be picked up at the address listed below or can be sent by courier in electronic version on CD in pdf format (for text) and Excel format (for price schedules) at the recipients expense to the address listed on the written request mentioned above. If requested, the documents will be promptly dispatched by airmail, but no liability can be accepted for loss or late delivery.

All tenders must be accompanied by a security of Ђ 50,000 or its equivalent. The tender documents must be duly completed and delivered to the address below, on or before 3 July 2006, at 1400 hours (Moscow time), at which time they will be opened in the presence of the bidders who choose to attend. The tender documents should be submitted both in paper and electronic (CD) identical versions. All the price schedules should be fulfilled and saved in Microsoft Excel format. Documents received late will be rejected and returned unopened.

The Bidder is advised to attend a pre-tender meeting which will be held on 1 June 2006.
