This invitation for prequalification follows the general procurement notice for this project that appeared in UN Development Business No. 610 of July 16, 2003.
The Russian Federation has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the St. Petersburg Economic Development Project, and it intends to apply part of the loan proceeds to payments under the contract for reconstruction and restoration of the eastern wing of the former General Staff building (assigned to the State Hermitage museum), Contract FC-11(w). This contract will be jointly financed by the Russian Federation.
St. Petersburg Foundation for Investment projects (FISP) acting on behalf of the Ministry of Culture and Mass Communications of the Russian Federation intends to prequalify main and managing contractors with subcontractors, and associations of contractors (JV) for the right to bid on the said contract. The applicants shall have experience in execution of the following works, including, in particular, those in historic buildings:
Possession of all required licenses (by a sole contractor, by a JV as a whole, or by subcontractors in cases when specified) to execute works on the territory of Russia on reconstruction and restoration of immovable federal historic and cultural monuments, to design and erect buildings and structures is a requisite for performing the works. All bidders will be asked to show the licenses immediately after completion of evaluation of bids, before the award of the contract. No bidder will be proposed for award, and its bid may be rejected, if it fails to submit the requisite licenses at the stage of contract award.
The required licenses are:
(1) License to execute restoration works on objects of cultural heritage (federal cultural and historical monuments)
(2) License to execute design of buildings and structures of 1st and 2nd level of responsibility in compliance with state standards
(3) License to execute construction of buildings and structures of 1st and 2nd level of responsibility in compliance with state standards
It is specified that in the case of (2) License to execute design of buildings and structures of 1st and 2nd level of responsibility in compliance with state standards" its possession by a subcontractor will suffice.
It is expected that invitations to bid will be made in January 2007.
Prequalification will be conducted through prequalification procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997 and January 1999), and is open to all bidders from eligible source countries, as defined in the guidelines.

All interested eligible applicants may download free of charge a complete set of the prequalification document in English with translation into Russian from the FISP web-site upon registration at the address: www.fisp.spb.ru/documents_5.
Applications for prequalification should be submitted in sealed envelopes, delivered to the address below not later than Monday, 16 October 2006 and be clearly marked "St. Petersburg Economic Development Project. Prequalification Application. Contract FC-11(w): Reconstruction and restoration of the eastern wing of the former General Staff building (the State Hermitage museum)".
